A Paedophile Child Rapist, Mark Jarrett, ogled a boy utilising a urinal in public restrooms adjacent to a playground, causing the child to flee in tears onto the street.

Mark Jarrett, a 51-year-old serial sex offender, observed the 10-year-old in the restrooms adjacent to the West Hoe play area, as presented in court.

He subsequently menaced the boy’s father while attempting to subdue him.

At that time, Mark Jarrett had been released from prison for merely eight days, as stated by Plymouth Crown Court.

Jailing him for two years, a judge told him he had an “appalling record” for sexual offences and breaching court orders designed to control his twisted behaviour.

Judge James Townsend said: “You watched a boy aged only ten. He was acutely distressed and he ran out in tears.”

Mark Jarrett had been banned by court order from going near any children’s educational or recreational facility – such as the play park.

He has breached the order five times in seven years.

He broke the order in 2017 by going to the cinema to see the kids’ film Baby Boss.

Mark Jarrett, latterly living in a bail hostel in Stoke, pleaded guilty to voyeurism on February 8.

He continues to deny an alternative count of inciting a child to engage in sexual activity.

Mark Jarrett, who has also lived in Torquay, admitted breaching a Sexual Offences Prevention Order.

He finally pleaded guilty to threatening behaviour towards the boy’s father.

Kelly Scrivener, for the Crown Prosecution Service, said the pleas were acceptable and the boy would not be asked to give evidence at a trial.

She added the boy went to the play park with his father and stepmother but popped into the toilet alone.

Miss Scrivener said that Mark Jarrett, released from jail only eight days before, stood at the next urinal and watched him.

She added that the youngster ran crying to his father – who confronted Mark Jarrett and tried to restrain him.

The barrister added that the defendant threatened to attack the man when he came out of prison.

She added that Mark Jarrett was restrained by onlookers until police arrived.

The court heard that he was first convicted of possession of indecent pictures of children in 2012.

Emily Cook, for Mark Jarrett, said that he accepted he was going to prison.

She added: “He has asked me to say he is very sorry. With regards to his offending he does not understand why he is as he is.”

Miss Cook said that he had done sex offender treatment before and wanted to do further courses upon his release.
