In 2014, the Offender Database reported on the “disgusting” case of Timothy Millender, then 32, of Bridge Street, Winchester, Hampshire, now of Redbarn Lane, Fareham. Despite being a convicted paedophile who hoarded videos of infants being raped and tortured, Millender continued to run a health clinic that explicitly marketed hypnotherapy services to children under the age of 16.
The investigation into Millender’s “vile” digital library uncovered 740 indecent images and 106 videos of children. The prosecution emphasised that the victims were as young as six months old, and the material was classified as Category A (Level 5)—the most “vicious” and extreme level, featuring sadism and bestiality. Despite the “serious” nature of these crimes, Millender was handed a six-month suspended sentence at court.
Abuse of Professional Position
Following his “vile” conviction, Millender returned to his business, Redwood Health Therapies, where he was listed as a company director. His website “callously” promoted a “Blowaway Technique” to help children release “bottled-up emotions.” Former employees and clients expressed “shock” that a registered sex offender was permitted to continue advertising services to minors for two months after his guilty plea.
As the scandal broke in April 2014, the clinic in Winchester, Hampshire, attempted to rebrand as St Giles Health and Beauty, claiming to have “new management.” However, the premises were suddenly cleared out and the doors locked, leaving many adult clients out of pocket after paying for upfront treatment sessions.
Monitoring and Public Safety
As a result of his conviction for possessing indecent images of children, Timothy Millender was ordered to sign the Sex Offenders Register. He is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Hampshire Constabulary, ensuring his professional behaviour and digital activities in Winchester and the surrounding areas are strictly monitored.
Local authorities, including Winchester City Council, reported they would investigate the business’s operations to ensure no further “serious” risks were posed to the public. Any attempt by Millender to work with children or breach his notification requirements will result in the immediate activation of his suspended prison sentence.
