Aidan Edwards, of Bentilee, Stoke-on-Trent, was dismissed from his role as an agency refuse collector with Stoke-on-Trent City Council after his victim discovered him collecting bins outside her front door.
The confrontation led to the survivor, Chelsea Jones, waiving her statutory right to lifelong anonymity to ensure the public is aware of Edwards’s criminal past and to challenge background-checking failures.
Edwards was convicted of two counts of rape at Stoke-on-Trent Crown Court in December 2015.
The prosecution followed an investigation by Staffordshire Police into a sexual attack carried out against Chelsea when she was a 12-year-old child in a field in Bentilee.
On 23 February 2016, the court sentenced Edwards to three years’ detention in a young offender institution and made him subject to the notification requirements of the Sex Offenders Register indefinitely.
Under the sentencing rules in force at the time of his 2016 sentence, Edwards was required to serve one-half (18 months) in custody before statutory release on licence, whilst remaining subject to the Sex Offenders Register for life.
Years after his release, Chelsea, now aged 25, looked out of her window in Bucknall and saw Edwards emptying the wheelie bins on her street.
Chelsea confronted Edwards directly before submitting an immediate formal complaint to Stoke-on-Trent City Council.
A spokesperson for Stoke-on-Trent City Council confirmed that an internal inquiry was launched immediately:
- Edwards had been supplied to the council through an external recruitment agency.
- Records confirmed Edwards failed to declare his unspent convictions, despite being required to do so.
- The local authority terminated his agency contract that morning.
Chelsea stated that she refused to remain silent while her attacker operated openly in her neighbourhood.
Staffordshire Police confirmed that Edwards remains subject to indefinite notification requirements under the Sex Offenders Register, requiring him to keep authorities updated on his residence, travel, and personal details for life.
