A 25-year-old West Yorkshire man has been made subject to an indefinite Sexual Harm Prevention Order containing extensive prohibitions against approaching women in public and entering major town centres.

Andrew Achomna, residing in Cleckheaton, was served with the order at Kirklees Magistrates’ Court on Tuesday 3 November 2026 following a formal civil application lodged by the West Yorkshire Police Legal Services department on behalf of Kirklees district officers.

Although Achomna has not been criminally convicted of a sexual offence, magistrates reviewed substantial police intelligence and evidence demonstrating a persistent and escalating pattern of sexually motivated, intrusive conduct directed towards women and girls in public locations. To manage the ongoing risk of serious sexual harm, the court approved the full schedule of prohibitions sought by the force.

Under the terms of the indefinite Sexual Harm Prevention Order (SHPO), Achomna is strictly prohibited from:

Approaching, following, engaging with, conversing with, or otherwise interacting with any female who is not known to him in any public place or place to which the public have access (excluding unavoidable daily interactions or receiving direct services in retail or leisure venues).

Inviting into, or permitting inside, any female not related to him at his residence, hotel room, or any premises under his control, unless that female has been made fully aware of the reasons, conditions, and duration of the court order.

Entering Huddersfield town centre, bounded by the ring road (Queensgate, Castlegate, and Kirkgate), except for transit by public transport or attending pre-arranged official appointments.

Entering Dewsbury town centre, bounded by the ring road (Aldams Road, Vicarage Road, Rishworth Road, and Wakefield Road), except for continuous public transport transit or attending official appointments.

Going within 100 metres of the boundary of any school or college premises.

Wearing a balaclava in any public place or location accessible to the public.

Under the provisions of the Sexual Offences (Amendment) Act 1992, any individuals or victims reporting sexual misconduct or offences are protected by mandatory, lifelong statutory anonymity. Any publication, broadcast, or public dissemination of information capable of leading to their identification is strictly prohibited under UK law.

Kirklees Police welcomed the court’s decision, noting that the robust terms provide officers with immediate powers of intervention to protect the community.

Achomna was warned that any breach of the Sexual Harm Prevention Order constitutes an arrestable criminal offence under UK law, punishable by up to five years’ imprisonment upon conviction at the Crown Court.
