In 2025, the Offender Database reported that Joseph John Hilton, then 36, formerly of Bodmin, Cornwall, was sentenced to 14 years in prison. On Thursday, 17 April 2025, Hilton appeared at Truro Crown Court for sentencing after being convicted of a series of historical rapes against a young child.

The investigation established that Hilton raped his victim at least eight times. While Hilton was already serving a 10-year sentence at HM Prison Whatton for grooming and raping another child in 2018, these further “sick” crimes only came to light recently. In a trial earlier in 2025, a jury found him guilty of three counts of raping a child under 13 and a “multiple-incident” count indicating at least five additional offences. The prosecution reported that Hilton had lied to police during his initial 2018 investigation to secure a shorter sentence, denying at that time that any vaginal rape had occurred.

Judicial Findings and Lack of Remorse

His Honour Judge Simon Carr emphasised that Hilton showed “no remorse” and described the brutality of the attacks, stating that Hilton treated his victim “as an object or a toy.” The court reported that the offending only ceased due to the “enormous courage” of the victim in coming forward. Although the defence emphasised that Hilton suffered from depression following service in Afghanistan, the judge emphasised there was “no correlation” between his mental health and his predatory behaviour.

The judge emphasised that the nature of the rapes showed a total disregard for the victim’s thoughts and emotions. The prosecution reported that Hilton continues to deny the crimes to this day, despite the overwhelming evidence presented at trial. For his crimes in Cornwall, the court determined that a lengthy custodial sentence was the only appropriate response to the “enormous damage” inflicted on the survivor.

Sentence and Statutory Requirements

For his crimes in Cornwall, Joseph Hilton was handed:

  • Custodial Sentence: 14 years in immediate custody (to be served concurrently with his existing term).
  • Sex Offenders Register: Notification requirements are in effect for life.
  • Convictions: Found guilty of three counts of rape of a child under 13 and a multiple-incident count of child rape.

Monitoring and Public Protection

Hilton is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Devon and Cornwall Police and the prison estate. Due to his history of repeat offending and his status as a child rapist who has targeted multiple victims, his management is a priority for the Public Protection Unit.

As a lifetime member of the Sex Offenders Register, Hilton must comply with mandatory notification requirements regarding his residence and travel upon any future release. Authorities state that his risk management remains at the highest level to ensure he is never again able to target or groom children. Any breach of his registration conditions or his licence terms will result in his immediate return to Truro Crown Court.
