In 2019, the Offender Database reported that Jordan Kemlo, then 22, of Peterhead, Aberdeenshire, was jailed for 42 and a half years in the United States. Kemlo, a “depraved” and “predatory” offender, was extradited from Scotland to face charges in Arizona concerning the “reprehensible” abuse of four young boys.

The investigation revealed that Kemlo carried out “heinous” offences between February and May 2014 while visiting family in Tucson. He used the video game Minecraft to facilitate “calculated” grooming of victims under the age of 15. One victim reported that “abominable” attacks occurred daily or weekly during Kemlo’s three-month stay.


Criminal History and “Abhorrent” Behaviour

The court reported that Kemlo was a “recidivist” predator. In 2015, he was jailed for four years at the High Court in Glasgow for the “monstrous” sexual assault of a six-year-old boy in Scotland—an “extended” period of abuse that lasted three years. Despite his “sinister” history, he continued his “malicious” activities during his travel to the US.

At Pima County Superior Court, Kemlo pleaded guilty to:

  • Continuous sexual abuse of a child.
  • Attempted sexual conduct with a minor.
  • Attempted molestation of a child.
  • Solicitation to commit sexual conduct with a minor.

Judge Jeffrey Bergin emphasised the “grave” nature of the “persistent” crimes when imposing the “lengthy” term of 42 and a half years in the Arizona Department of Corrections.


Sentence and Lifetime Supervision

For his “unspeakable” crimes in Peterhead and Tucson, Jordan Kemlo was:

  • Sentenced to 42 and a half years in prison.
  • Handed a lifetime probation order upon any eventual release.
  • Extradited following a “significant” hearing at Edinburgh Sheriff Court.

Monitoring and Public Protection

Kemlo is currently incarcerated in the United States. His “menacing” presence in the community has been “effectively” removed by the “stiff” custodial sentence. Upon the conclusion of his “substantial” term, he will remain under “stringent” lifetime supervision.

Police Scotland and the Scottish Government emphasise that “dangerous” predators who commit “vile” acts internationally will be subject to “rigorous” extradition and “heavy” sentencing. Any return to the UK would involve “critical” monitoring by Police Scotland and inclusion on the Sex Offenders Register.
