In 2019, the Offender Database reported that Charles Farrell, then 49, of Alroy Road, Anfield, Liverpool, was jailed for two years after “vilely” exposing himself to women and a young girl. Farrell appeared at Liverpool Crown Court where it was revealed he had “viciously” ignored a previous chance at rehabilitation to continue his “predatory” behaviour.

The investigation by Merseyside Police found that in autumn 2018, Farrell regularly stood “fully naked” in an upstairs window of his home, which overlooked the Anfield stadium area. He “callously” timed these exposures for when victims, including a young girl and a teenager, were within sight. The prosecution emphasised that he “dishonestly” opened his blinds and stood in the light specifically to ensure he was seen, deriving “sexual excitement” from the distress he caused.

A “Sinister” History of Deception
The court heard that Farrell was a “serious” repeat offender. At the time of these crimes, he was serving a suspended sentence for making 45 hoax 999 calls to 18 different police forces. During these calls, he “vilely” described “vicious” sexual fantasies and made false rape allegations while masturbating.

His “appalling” criminal record, dating back to 1989, included:

Indecent exposure with intent to assault a female.

A 10-year sentence in 2000 for robbery and indecent assault against a lodger.

Armed robbery and possession of a firearm in 1994.

Judge Clement Goldstone QC emphasised that Farrell had “quite deliberately” targeted his victims, including the young girl who reported being “massively worried” and frightened that he would target her again.

Sentence and Registration
Farrell admitted two counts of exposure and breaching his suspended sentence. The judge emphasised that his actions were intended to cause maximum distress for his own “vile” gratification and sentenced him to two years in prison.

As a result of his convictions for sexual exposure, Charles Farrell was:

  • Ordered to sign the Sex Offenders Register for seven years.
  • Jailed for 24 months.

He is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Merseyside Police, ensuring his behaviour in Anfield, Fairfield, and the wider Liverpool area is strictly monitored upon his release. Any further “vicious” conduct or “dishonest” hoax calls will result in his immediate arrest and return to custody.
