U.S. Attorney Russ Ferguson stated today that Philip Andrew Douglass, 42, of Pineville, N.C., a former federal officer, appeared in court this morning to confront accusations of possession and distribution of child sexual abuse material (CSAM). Chip Hawley, Director of the North Carolina State Bureau of Investigation (SBI), collaborates with U.S. Attorney Ferguson to announce today’s developments.
The criminal indictment published in federal court today alleges that between July 24 to August 20, 2024, Philip Andrew Douglass deliberately transmitted CSAM and possessed and accessed CSAM with the intent to see it. At the time of the purported offence, Philip Andrew Douglass served as an Enforcement and Removal Operations Officer with Homeland Security Investigations.

Philip Andrew Douglass made his initial appearance before Magistrate Judge David C. Keesler. He was released on bond and subject to electronic monitoring and warrantless searches pursuant to the U.S. Probation Office.
The SBI is in charge of the investigation. Assistant U.S. Attorney Daniel Cervantes of the U.S. Attorney’s Office in Charlotte is prosecuting the case. The charges in the indictment are allegations and the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
