In 2021, Simon Rockey, a then 55-year-old man formerly of Bideford, was released from prison on licence and relocated to a city centre bail hostel in Exeter following a severe sentence for child sexual offences.
Simon Rockey, previously of Bideford, was originally jailed for 13 years at Exeter Crown Court in 2015 after being convicted of repeatedly raping and sexually assaulting a 12-year-old child over 12 months. The court heard that Rockey initiated contact with the young victim via social media before moving conversations to private telephone and digital platforms. He later encountered the child in person near Bideford and lured him to his accommodation, where the systematic abuse took place without the knowledge of the victim’s family.
The offence was uncovered after Rockey’s landlady observed the child leaving his residence, prompting a police investigation. Officers recovered incriminating digital video files that Rockey had recorded during the abuse and transmitted online. Following his release on licence, it emerged that Rockey changed his name by deed poll to ‘Casper Jax’ in an attempt to distance himself from his criminal past. Law enforcement agencies emphasised that sex offenders released on licence remain subject to rigorous multi-agency risk management framework oversight.
In addition to his original 13-year custodial sentence, Rockey was placed on the Sex Offenders Register for life.
He remains subject to strict post-release licence conditions and lifelong court-ordered monitoring under a Sexual Harm Prevention Order (SHPO) to ensure public safety.
