Samuel Tobin, aged 31, of Westcliff, Essex, has received a suspended prison sentence at Basildon Crown Court after police discovered approximately 10,000 illicit photographs and 444 videos on his mobile phone, in persistent breach of court orders.
Tobin was subject to the terms of a Sexual Risk Order (SRO) specifically prohibiting him from capturing photographs or recordings of individuals’ feet without their explicit consent.
The court heard that Tobin had previously breached the order on two occasions, receiving community orders.
Despite those judicial warnings, Tobin went on to breach the restrictions three additional times across 2023, 2025, and 2026.
The offences were uncovered during an unannounced compliance visit conducted by Essex Police at Tobin’s home address in June.
Officers found Tobin operating a computer in his bedroom; upon an officer entering the room, Tobin grabbed his mobile phone.
Although the primary camera gallery appeared empty, officers inspected the handset’s internal storage and located thousands of non-consensual images and video clips stored inside the device’s deleted folder.
Prosecuting barrister Hollie Davies told the court that a substantial proportion of the media depicted female children wearing school uniform.
A seized USB memory stick contained directories systematically catalogued by specific styles of footwear, as well as an explicit folder titled “schoolgirls”.
The prosecution confirmed that an additional 28 USB storage devices seized from the premises remain subject to ongoing forensic extraction and assessment.
One count of voyeurism was also recorded against Tobin after investigators uncovered an image depicting an adult woman sunbathing in the privacy of her enclosed residential back garden without her knowledge or consent.
Under UK legislation, victims of voyeurism and child victims of sexual offences are protected by lifelong statutory anonymity.
Tobin entered guilty pleas to voyeurism and breaches of his Sexual Risk Order.
Sentencing Tobin, Recorder Peter Clark imposed a custodial term of two years, suspended for an operational period of two years.
In addition to the suspended sentence, the court ordered Tobin to:
- Complete 120 hours of unpaid work within the community
- Undertake the accredited Building Better Choices programme
- Complete up to 30 days of rehabilitation activity requirements (RAR)
- Comply with a 10-year Sexual Harm Prevention Order (SHPO)
- Complete statutory notification requirements on the Sex Offenders Register for a period of 10 years
