A 29-year-old convicted paedophile who showed child sexual abuse material to a man and claimed he could arrange for young girls to attend his hotel room for sexual abuse has been jailed at Dunfermline Sheriff Court.

Robert McCallan, of Dunfermline, appeared for sentence after entering guilty pleas to charges stemming from an incident at the Guildhall and Linen Exchange. At the time of the offending, McCallan was on licence following a previous custodial sentence for child abuse imagery.

The court heard that around 1am, McCallan met a man outside and invited him into his room under the arrangement of charging a mobile phone and sharing drinks. Once inside, McCallan displayed sexual photographs on his device without the man’s consent before presenting indecent images depicting children. McCallan asked the man to guess the age of one image before stating the girl was 11. He then showed further images of children he claimed were aged 13 and 9, alleging he had captured one of the images himself.

McCallan proceeded to state that he could contact the young girls and have them come to the room for sexual acts. Fearing a hostile confrontation, the witness pretended to go along with the conversation while remaining near the door, leaving the premises after McCallan fell asleep at 6am. Later that day, McCallan sent electronic messages demanding secrecy and repeating his procurement claims, prompting the witness to contact the police.

Under standard Scottish common law and the Sexual Offences (Amendment) Act 1992, child victims referenced or depicted in sexual abuse proceedings are entitled to automatic, lifelong statutory anonymity across all digital, print, and broadcast channels.

McCallan pleaded guilty to:

Deliberately displaying sexual images to an individual without consent

Threatening or abusive behaviour involving discussions of child sexual abuse and claims of procuring children

McCallan’s previous record includes a 2018 conviction for possessing and making indecent images of children, which resulted in a community payback order, followed by a four-year extended sentence (two years in custody, two years on licence) for possessing, making, and distributing illicit material.

Sheriff Charles Lugton observed that McCallan’s actions represented a severe escalation of risk to the public.

The court imposed the following disposal:

12 months’ imprisonment ordered under licence recall provisions from his previous sentence

A consecutive extended sentence comprising 26 months’ imprisonment and three years on licence (a combined custodial term of 38 months)

A 10-year Sexual Harm Prevention Order (SHPO)

Continued indefinite registration on the Sex Offenders Register under the Sexual Offences Act 2003
