In October 2026, a police constable was dismissed without notice from Dyfed-Powys Police after an independent disciplinary panel found him guilty of gross misconduct for pursuing inappropriate sexual relationships with vulnerable women.
PC Rhodri Davies, who was based in Llanelli, was the subject of a four-day public misconduct hearing convened at force headquarters in Llangunnor from Monday 19 October to Thursday 22 October 2026.
The disciplinary panel found that Davies breached professional standards by pursuing an emotional and sexual relationship with a colleague whom he knew or suspected was a victim of domestic abuse. The panel determined that the officer subjected the individual to unwanted sexualised conduct, exploiting her vulnerability.
Further findings established that Davies breached professional boundaries while on duty in October 2023 after taking a witness statement from a woman reporting a shoplifting offence. During the encounter, Davies made inappropriate remarks and improperly transferred her personal mobile phone number onto his private device with the aim of pursuing a relationship.
The panel concluded that Davies had severely breached police standards relating to:
Honesty and Integrity
Confidentiality
Authority, Respect and Courtesy
Equality and Diversity
Discreditable Conduct
The panel ruled that his actions amounted to gross misconduct and ordered his immediate dismissal from the police service.
Deputy Chief Constable Gemma Morris commented on the outcome:
“At Dyfed-Powys Police we expect the highest standards of professional behaviour from all our officers and staff, while both on and off duty.
“PC Rhodri Davies’s behaviour was wholly unacceptable.
“The panel found that the allegations against him were proven and he has been dismissed from the force.
“Dyfed-Powys Police is committed to robustly addressing any conduct that falls below the standards of integrity and professionalism expected of our officers and staff and will take appropriate action wherever misconduct is identified.
“I commend the witnesses for their bravery in reporting the behaviours of PC Davies, and for showing resilience throughout the misconduct process, including giving evidence at this week’s hearing.”
Davies will be added to the College of Policing Barred List, permanently disqualifying him from employment across all police forces and law enforcement agencies in the United Kingdom.
