In 2024, Paul Tweed, a 62-year-old former mayor and long-serving councillor from Sefton, received a nine-month suspended sentence after pleading guilty to making and possessing indecent images of children.
Paul Tweed, of York Close, Netherton, was sentenced at Liverpool Magistrates’ Court after pleading guilty to three counts of making indecent photographs of children, one count of possessing indecent photographs of children, and one count of possessing extreme pornographic images. The court heard that police arrested Tweed in September 2024 following an investigation into sexual offences. During interviews, Tweed initially claimed he had viewed the illicit content by accident while browsing adult material, but later admitted to full criminal responsibility for downloading and possessing the indecent images of children.
Following his guilty plea, Tweed resigned from Sefton Council and was expelled from the Labour Party. The case prompted Sefton Council to vote in favour of mandatory Disclosure and Barring Service (DBS) checks for all elected councillors, alongside enhanced checks for cabinet members overseeing children’s and adult social care services to improve local authority safeguarding standards.
Following his conviction for child sex offences, Tweed was placed on the Sex Offenders Register and made subject to mandatory notification requirements.
He remains subject to statutory public protection monitoring and legal safeguards to manage ongoing risks to the public and prevent further harm to children.
