Paul Allen, then aged 60, of Chepstow, has been sentenced to 18 years in prison at Newport Crown Court for a series of severe child abuse offences against two young boys.
The court heard that Allen groomed his first victim with clothes and gifts before subjecting him to repeated physical attacks. Following his arrest by South Wales Police in 2020, Allen was released on bail under investigation, during which time he targeted a second vulnerable boy.
Detectives conducted an extensive investigation, gathering testimonial evidence and victim personal statements detailing the severe psychological harm caused by his actions.
Allen denied the charges, but following a crown court trial, a jury convicted him of rape, causing or inciting a child to engage in sexual activity, and sexual assault.
On Tuesday 25 October 2022, Judge Daniel Williams sentenced Allen to 18 years’ imprisonment with an extended four years on licence. Allen must serve at least two-thirds of his custodial sentence before being considered for parole, and was made subject to the sex offenders register, a Sexual Harm Prevention Order, and restraining orders indefinitely.
