A 67-year-old former Hampshire Police inspector has been sentenced to ten years’ imprisonment at Bristol Crown Court after being found guilty of exploiting his rank to carry out unlawful strip searches and sexual assaults on 18 young men.

Gerard Hutchings, of Wingrove Road, Ashurst, appeared for sentence on Friday 24 July 2026 following an extensive inquiry into institutional sexual misconduct and corruption.

The prosecution outlined that the offences took place between 1999 and 2007 across several police stations in Hampshire, including facilities located in the New Forest and the northern regions of the county.

Hutchings targeted 18 male victims whose ages ranged between 17 and 31 at the time of the encounters. The individuals had attended local police stations for administrative disposals, such as receiving formal cautions or reprimands for minor matters.

Taking advantage of their compliance and his police uniform, Hutchings subjected the young men to invasive, unwarranted strip searches that had no legal justification or operational basis under police procedure. During several of these encounters, Hutchings carried out sexual assaults, including indecent assault and compelling individuals into non-consensual sexual activity.

During early hearings, Hutchings pleaded guilty to 17 counts of misconduct in public office, acknowledging the procedural illegality of the searches. However, he maintained not guilty pleas to all 11 sexual charges on the indictment, denying that any sexual element had occurred.

Following a contested jury trial at Bristol Crown Court in March 2026, jurors rejected Hutchings’ defence and returned guilty verdicts on all 11 sexual counts.

Passing sentence on 24 July 2026, the Crown Court judge condemned the profound abuse of power, authority, and public trust, sentencing Hutchings to an immediate custodial term of ten years’ imprisonment.

The court further ordered that Hutchings remain subject to indefinite, lifetime notification requirements on the Sex Offenders Register and adhere to strict statutory licence conditions upon eventual release.

Under the provisions of Section 49 of the Children and Young Persons Act 1933 and the Sexual Offences (Amendment) Act 1992, all victims and complainants connected to sexual offence proceedings are protected by automatic, lifelong statutory anonymity. Publishing, broadcasting, or disseminating any details, names, addresses, educational facilities, or photographs capable of leading to public identification is strictly prohibited under UK law.

Hutchings stood convicted of:

17 counts of misconduct in public office

11 sexual offence counts, including indecent assault and causing a person to engage in sexual activity without consent

Sentencing outcome and statutory measures:

Ten years’ immediate custody

Mandatory notification requirements on the Sex Offenders Register for life under the Sexual Offences Act 2003

Inclusion on the Police Barred List

Strict post-custodial statutory licence supervision conditions enforceable upon release from custody
