A 26-year-old serial sex offender with 85 previous offences has received an extended custodial sentence at Ipswich Crown Court after stalking two young girls through Sudbury and subjecting them to a bizarre sexual obsession involving feet.
Samuel Creed, from Ipswich, Suffolk, appeared in the dock for sentence after entering guilty pleas to charges of child sexual incitement, illicit communication, burglary, and breaching an operative Sexual Harm Prevention Order (SHPO).
The court heard that Creed had previously been made subject to the SHPO after carrying out sexual assaults on two adult women aboard a passenger train. During those earlier assaults, Creed removed the victims’ footwear without consent and massaged their feet. The conditions of that order included a strict prohibition barring him from travelling on the UK railway network.
Despite the judicial restrictions, Creed engaged in a further pattern of predatory offending targeting children in Sudbury town centre. Prosecutors outlined that Creed identified two young girls in the street and deliberately shadowed them through public areas while repeatedly interrogating them regarding their feet and footwear. During the encounter, Creed asked one of the young girls to take off her shoe before leaning down and sniffing her foot.
Creed managed to obtain telephone numbers for both children and subsequently sent them illicit electronic messages. In the communications, Creed told the victims that “age was just a number”, put forward explicit sexual proposals to one of the girls, and asked them to place their feet directly onto his body while he laid flat on the floor pretending to be a footrest.
In addition to the child sexual offences and the breach of his railway travel ban, Creed was sentenced for a burglary offence in Ipswich involving the unlawful entry into a room and the theft of a tablet computer and a smart television.
The court was told that Creed possessed an extensive criminal history comprising 40 previous convictions spanning 85 separate offences, which included six prior sexual offences.
At Ipswich Crown Court, Creed admitted:
Two counts of sexual communication with a child
Two counts of inciting a child to engage in sexual activity
One count of breaching a Sexual Harm Prevention Order
One count of burglary
Under the provisions of the Sexual Offences (Amendment) Act 1992, both child victims are protected by mandatory, lifelong statutory anonymity. Any publication, broadcast, or public dissemination of information capable of leading to their identification is strictly prohibited under UK law.
Sentencing Creed, Judge David Wilson remarked that the defendant had acted exclusively for his own deviant sexual gratification, describing him as an individual who was “incapable of management within the community.”
Judge Wilson handed Creed a custodial sentence of 12 months’ imprisonment, coupled with a mandatory three-year extended licence period upon release.
The court further issued a forfeiture and destruction order for the mobile phone utilised to contact the children, ordered Creed to pay £228 in compensation to the burglary victim, and maintained stringent conditions under his Sexual Harm Prevention Order and Sex Offenders Register requirements.
