A 35-year-old man who carried out a prolonged spree of indecent exposure and public masturbation aboard passenger trains has been sentenced to six months’ imprisonment at Salisbury Crown Court.

Roman Scott, of Brunswick Road, Sutton, appeared for sentence on Friday 25 September 2026. A jury had previously found him guilty of five counts of exposure under the Sexual Offences Act 2003 following a contested trial.

The court heard that Scott’s offending unfolded over a 13-hour period between Sunday 14 December and Monday 15 December 2025 across multiple regional rail services. The first incident took place shortly past 11:00pm at London Victoria railway station, where Scott boarded a train, deliberately took a seat in close proximity to female passengers, and exposed himself while masturbating. Intervening passengers subsequently ejected him from the carriage.

The following morning, shortly before 12:00pm, Scott resumed the behaviour aboard a passenger service between Southampton and Bournemouth. Taking a seat near several women, he again exposed his genitals and masturbated in plain sight. After disembarking at Bournemouth station at around 2:00pm, Scott walked directly into the women’s public conveniences, where he exposed himself to a female occupant.

Scott then joined a train service bound for Manchester. While aboard, he sat next to a young female passenger in a manner that trapped her against the train window and began masturbating. The woman and fellow passengers raised an alert with the on-board train guard. Undeterred, Scott approached another woman on the carriage, exposing himself while making explicit sexual remarks. When she attempted to walk away, Scott pursued her through the carriage and physically blocked the aisle, forcing her to push past him to escape. Scott subsequently collapsed into a seat and fell asleep.

Under the provisions of the Sexual Offences (Amendment) Act 1992, all victims of sexual offences are entitled to automatic, lifelong statutory anonymity from the moment an allegation is made. It is a criminal offence to publish, broadcast, or disclose any details, including names, addresses, or photographs, that could lead to the public identification of any of the victims across print, broadcast, digital, or social media networks.

Railway staff confirmed Scott matched the description of the male who had entered the ladies’ toilets in Bournemouth and contacted British Transport Police. Attending officers met the train, discovered Scott asleep while still exposed, and placed him under arrest.

During formal police interviews, Scott claimed his behaviour was unintentional and caused by excessive drunkenness, telling investigators that “drinking just gets the better of me sometimes.” The jury rejected this explanation, convicting him on five counts of exposure.

The presiding judge sentenced Scott to an immediate determinate term of six months’ imprisonment. Under standard UK sentencing legislation, Scott will be required to serve at least 50 per cent of this sentence in custody before being eligible for release on licence under probation supervision.

Alongside the custodial sentence, the court ordered:

A 10-year Sexual Harm Prevention Order (SHPO) prohibiting him from sitting next to or opposite unknown females on public transport

Mandatory notification requirements on the Sex Offenders Register for a duration of 10 years under the provisions of the Sexual Offences Act 2003

British Transport Police Detective Constable Ewen Roberts commended the passengers and rail staff:

“Scott acted appallingly and disgustingly towards a number of women in such a short period of time, repeatedly subjecting them to horrific ordeals for his own sexual gratification.

“There is no place for sexual offending on the railway network, and never any excuse for the sort of behaviour Scott displayed. I am pleased to see him brought to account for his actions including time in prison and strict conditions he will have to follow for a decade when he’s released.
