David Hooper, aged 57, of the Marine Town area of Sheerness, Kent, has been handed an extended determinate sentence totaling 28 years at Maidstone Crown Court after being convicted of a campaign of child rape, sexual abuse, and physical torture.
The court heard that Hooper carried out the sexual offences between 2004 and 2013, targeting two young victims whom he molested and repeatedly raped. Following the abuse, Hooper documented and boasted about his criminal conduct in private chat conversations online.
During the identical timeframe, Hooper subjected another young girl to sustained physical cruelty and torture. The court was told that Hooper strangled the child and subjected her to severe physical punishments, compelling her to carry out gruelling physical exercises until she collapsed and threw up.
Under UK legislation, all victims of sexual offences are protected by lifelong statutory anonymity.
Following an extensive investigation by Kent Police safeguarding detectives, officers attended Hooper’s address in Marine Town on 6 September 2025 to execute his arrest. During a detailed search of the premises, officers recovered a cache of illicit weapons, comprising four extendable batons, a knife, and a prohibited zombie knife.
Hooper entered formal not guilty pleas to all charges, maintaining that he had committed no offences. Following a trial at Maidstone Crown Court, a jury dismissed his denials and returned unanimous guilty verdicts on Monday 15 June 2026 across all 17 counts on the indictment. The convictions included rape, sexual assault, and causing a child to engage in sexual activity.
On Friday 25 September 2026, the trial judge categorised Hooper as a dangerous offender under statutory provisions and handed down an extended sentence comprising an immediate custodial term of 22 years’ imprisonment with an extended licence period of six years.
Under sentencing legislation governing extended sentences for serious sexual offences, Hooper will be required to serve at least two-thirds of the 22-year custodial term in prison before becoming eligible for parole consideration. If directed for release, he will remain subject to strict licence supervision for the remainder of the 28-year total term. The judge also imposed an indefinite Sexual Harm Prevention Order and placed Hooper on the Sex Offenders Register for life.
