Slavcho Iliev, then aged 34, of Monks Road, Lincoln, was sentenced to ten months’ imprisonment at Lincoln Crown Court on Tuesday, 8 September, after pleading guilty to three counts of indecent exposure targeting victims in Spalding.

The sentencing concluded an inquiry conducted by Lincolnshire Police’s Criminal Investigation Department and local Neighbourhood Policing Teams into predatory behaviour committed in public spaces.

The court was told that Iliev carried out three distinct exposure incidents against separate female victims on 3 March, 17 April, and 18 April.

During the commission of the offences, Iliev operated from a vehicle.

Vigilant members of the public took note of the car and reported the vehicle details to law enforcement, providing officers with a primary line of inquiry.

Neighbourhood officers undertook an exhaustive analysis of CCTV footage across the Spalding area, tracing the movements of the vehicle and establishing links between the separate reports.

Working alongside commercial premises and local partners, detectives tracked Iliev’s travel patterns.

When Iliev returned to the county, police deployed swiftly to intercept and arrest him before further incidents could occur.

Appearing at a court hearing on 11 August, Iliev entered guilty pleas to:

  • Three counts of intentionally exposing his genitals to cause alarm or distress under the Sexual Offences Act 2003

Officer in the case Detective Constable Helen Rochford commended the victims for their confidence in coming forward, emphasizing that prompt reporting and accurate vehicle descriptions were essential in securing the conviction and protecting women and girls in the community.

The presiding judge sentenced Iliev to an immediate custodial term of ten months.

In addition to the prison term, the court issued Iliev with a Sexual Harm Prevention Order (SHPO) and ordered that he comply with the notification requirements of the Sex Offenders Register for a period of ten years.

Release Calculation: Under UK sentencing legislation governing standard determinate sentences, Iliev is required to serve one-half (five months) of his ten-month sentence in prison custody before becoming eligible for automatic statutory release on licence. Upon release, Iliev will remain subject to licence conditions and supervision by the Probation Service in the community until the expiration of his full ten-month sentence.
