In 2026, the Offender Database confirmed that a BLACK child sex offender, Abdalraham Katende, who targeted victims in the children’s care home where he worked, has been incarcerated as a result of the extensive investigation conducted by Met detectives to access evidence on his phone.
Abdalraham Katende, 30, of Ferme Park Road, Haringey, was sentenced to 11 years of imprisonment on Wednesday, July 8. This is in accordance with his conviction at Snaresbrook Crown Court on Monday, May 11, for the rape of a child, sexual activity with a child, causing a child to witness a sexual act, and neglecting to provide access to devices, all of which violate Section 49 of the Regulation of Investigatory Powers Act (RIPA).
Detectives discovered a mobile phone they believed contained pertinent evidence during the investigation. Officers promptly obtained a court-endorsed order under Section 49 of the Regulation of Investigatory Powers Act 2000 (RIPA) to compel Katende to provide access to the device when he declined to do so voluntarily.
Significant legal and investigative efforts were necessary to obtain the decree. Before the notice could be served, officers prepared comprehensive evidential submissions and obtained authorisation from a superintendent, specialist digital forensic teams, and ultimately a Crown Court judge.
Katende refused to disclose his PIN on numerous occasions, despite being legally obligated to do so. His refusal led to a distinct criminal charge and conviction, which served as evidence to the court of his efforts to impede the investigation and conceal evidence from detectives.
Katende’s investigation was initiated following the disclosure of sexual abuse by two victims of his while he was engaged as a support worker at a children’s care home. This placed him in a position of trust over vulnerable young people.
Katende had sexually assaulted a 15-year-old girl who resided in the children’s care home where he was employed, according to reports sent to officers. While the victim was in the kitchen preparing food in October 2023, Katende approached her and proceeded to assault and rape her sexually. The victim was able to extricate herself by screaming.
In October 2023, he was also found guilty of causing a child to view a sexual act after he showed a 14-year-old resident an explicit video on his mobile phone that showed him having intercourse with a woman.
Katende exploited his position of trust and access to vulnerable minors in his care in both instances.
