In 2026, the Offender Register reported that an investigation into Norwich GROOMING GANG child sexual exploitation had resulted in the remand of an eighth man into custody.
On Saturday, July 4, Bilal Shinwari, a 20-year-old individual, was indicted at Norwich Magistrates’ Court for the following offences:
Between August 2023 and October 2023, two charges of rape of a British girl under the age of 16 and one count of conspiring to rape a girl under the age of 16 were filed.
Also, one count of conspiring to violate a British woman aged 16 or older between August 2023 and May 2025.
He has been in custody in Ireland since May 22, 2026, when Garda Siochana officers apprehended him.
On Friday, July 3, he returned to the United Kingdom following a legal process to have him returned from his home country.
The following day, he appeared at Norwich Magistrates’ Court.
He was remanded into custody in anticipation of a plea hearing at Norwich Crown Court held on Friday, July 31.
Bilal Shinwari was born in Afghanistan and self-identifies as “Any Other White Background.”
On November 28, 2022, he entered the country by small boat. His immigration status is that of an “asylum seeker.”
Although the Home Office is responsible for verifying immigration status, it has forwarded this information to the constabulary for publication.
He is the eighth individual to be charged in a Norfolk Police investigation into group-based juvenile sexual exploitation in Norwich. On Friday, May 22, 2026, seven men were charged with 40 offences as a result of the investigation.
The alleged offences were committed while the victims were in their early to mid-teens.
During their most recent appearance at Norwich Crown Court on Friday, June 19, 2026, the seven men entered not guilty pleas to all charges that were brought against them.
They were remanded into custody once more in anticipation of the trial, which is scheduled for January 11, 2027.
The individuals are Afghan nationals and refugees.
