In 2019, the Offender Database recorded that Umer Ayub, then 38, of Valley Road, Anfield, Liverpool, Merseyside, was jailed for 12 months for attempting to meet a 14-year-old girl following grooming. On appearing at Liverpool Crown Court for sentencing, the court reported that Ayub, a Pakistani national and illegal overstayer, believed he was communicating with a child on the Skout social media platform. The investigation established that the “girl” was actually a decoy operated by the paedophile hunter group Predator Closure.

The investigation established that between 6.20pm and 9.40pm on 8 May 2019, Ayub exchanged sexually explicit messages with the decoy. Merseyside Police reported that despite being told the girl’s age multiple times, the defendant pressed for a meeting, telling the “child” that having sex was “normal” and that she was “special.” The prosecution reported that Ayub travelled to Fountains Road, Kirkdale, Liverpool, with “one thing on his mind,” where he was intercepted by the hunter group and subsequently arrested by police at 10.30pm.

Judicial Findings and Investigative Detail

The court reported that Ayub had been in England since 2011, initially arriving on a student visa before becoming an overstayer and working as a pizza delivery driver in Liverpool, Merseyside. Liverpool Crown Court heard how the defendant claimed he was “lonely” and “depressed” after his Romanian girlfriend left the UK a week prior to the incident. The prosecution reported that while Ayub claimed he thought the girl in the pictures looked 18, he ultimately pleaded guilty to the grooming and attempt charges.

Judge Stuart Driver QC noted that the defendant quickly turned the conversation toward penetrative sex and explicitly stated he “liked young girls.” For his actions in Anfield and Kirkdale, Merseyside, the judge noted that although no real child suffered physical harm, the defendant’s intent was clear. The judge noted that the 12-month custodial sentence, combined with a 10-year Sexual Harm Prevention Order (SHPO), was necessary to manage the risk Ayub posed to the community in Liverpool.

Sentence and Statutory Requirements

For his crimes in England, Umer Ayub was handed:

  • Custodial Sentence: 12 months in prison.
  • SHPO: A 10-year Sexual Harm Prevention Order.
  • Sex Offenders Register: Notification requirements were activated for 10 years.
  • Judicial Oversight: Sentenced at Liverpool Crown Court following a guilty plea.
  • Criminal Record: Convicted of attempting to meet a child under 16 following grooming.
  • Immigration Status: Confirmed as an illegal overstayer.

Monitoring and Public Protection

Ayub is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Merseyside Police and the Home Office. Due to his “predatory” behaviour and his status as an illegal overstayer in Anfield, Liverpool, his management involves coordination between criminal justice and immigration enforcement authorities.

As a member of the Sex Offenders Register, Ayub must comply with notification requirements regarding his identity and residence for the next decade. Authorities state that his history of seeking out young girls on social media necessitates permanent and stringent monitoring of his digital activities. Any breach of his 10-year SHPO, his registration conditions, or further sexual misconduct in Merseyside or elsewhere will result in immediate arrest and may trigger deportation proceedings to Pakistan.
