In 2021, the Offender Database recorded that Neal Porter, then 32, of William Close, Watton, Norfolk, was jailed for two years after starting a sexual relationship with a 14-year-old boy. On Thursday, 4 November 2021, Porter appeared at Norwich Crown Court for sentencing. The court reported that the defendant, a serving police response officer based at Wymondham, South Norfolk, at the time of the offences, met the victim on a social networking app.

The investigation established that Porter and the victim became involved in a sexual relationship between June and October 2020. Norfolk Constabulary reported that Porter took pictures of the pair involved in sexual acts and sent a video to the teenager. The prosecution reported that a total of 18 indecent images were discovered on the defendant’s mobile phone after the victim confided in a teacher about the relationship.

Judicial Findings and Investigative Detail

The court reported that Porter claimed the victim told him he was nearly 18 and that he had seen evidence on social media of the boy training as an air steward. Norwich Crown Court heard that while the images were only shared between the two individuals, the defendant’s status as a serving police officer was a significant factor. The prosecution reported that Porter admitted to taking an indecent image, distributing an image, and three counts of making an indecent image of a child.

Judge Anthony Bate noted that while the case was “unusual,” the offences were so serious that only immediate imprisonment could be justified, especially given Porter’s role in the police service at the time. For his actions in Wymondham, South Norfolk, and Watton, Porter was dismissed from the force and lost his home. The judge noted that his conduct undermined the values of the police service and brought discredit to the profession.

Sentence and Statutory Requirements

For his crimes in England, Neal Porter was handed:

  • Custodial Sentence: Two years in prison.
  • Sex Offenders Register: Notification requirements were activated for 10 years.
  • SHPO: A 10-year Sexual Harm Prevention Order (SHPO).
  • Judicial Oversight: Sentenced at Norwich Crown Court following an investigation by his own force.

Monitoring and Public Protection

Porter is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Norfolk Constabulary and the prison estate. Due to the “breach of trust” involved in his offending in Watton, Norfolk, his management is subject to oversight by the Public Protection Unit.

As a member of the Sex Offenders Register, Porter must comply with notification requirements regarding his residence in William Close, Watton, for the next 10 years. Authorities state that his SHPO includes strict conditions regarding his digital activity and contact with minors. Any breach of his registration conditions, his 10-year SHPO, or his licence terms upon release will result in immediate arrest and a return to Norwich Crown Court.
