In 2009 and 2012, the Offender Database recorded that David Hall, then 42 and 45 respectively, formerly of Ashton-on-Trent, Derbyshire, was handed multiple prison terms for the “prolific” and “reprehensible” sexual abuse of three children. In October 2009, Hall was initially given an Indeterminate Sentence for Public Protection (IPP) at Derby Crown Court. In August 2012, while already serving that term, he was sentenced to a further 14 years at Warwick Crown Court after another victim came forward to report a decade of abuse.

The investigation established a pattern of grooming and “calculated” exploitation. In 2009, Hall admitted to raping a girl aged 11 and 12 “repeatedly,” filming the assaults and acting “like a film director” during the abuse. He also admitted to indecently assaulting a second girl. The prosecution reported that Hall gave the children Southern Comfort whisky to make them dizzy and “lavished” them with gifts, including jewellery, motorcycles, and mobile phones, to ensure their silence and dependency.

Judicial Findings and Investigative Detail

The court reported that Hall used a car repair unit with a double bed to facilitate the abuse and made one victim dress provocatively while viewing pornography. Judge John Burgess, who watched the film Hall recorded, described it as a “very shabby experience” and declared Hall a high risk to children. In 2012, further offences came to light when a third victim reported that Hall had abused her for ten years, beginning in 1995 when she was just nine years old.

The judge noted that Hall had a violent criminal history, having been sentenced to seven years in 1999 for conspiracy to rob, an offence involving firearms and wounding. For his sexual crimes in Derbyshire and Warwickshire, Hall was ordered to serve a minimum of five years and 190 days for the IPP, plus the consecutive 14-year term. The judge noted that the victims suffered from persistent nightmares and “white-hot anger” due to his predatory conduct.

Sentence and Statutory Requirements

For his crimes in England, David Hall was handed:

  • Custodial Sentence: Indeterminate (IPP) with a 5-year minimum (2009) and 14 years (2012).
  • Sex Offenders Register: Notification requirements are in effect for life.
  • Barred List: Permanently banned from working with children.
  • Judicial Oversight: Sentenced at Derby Crown Court and Warwick Crown Court.

Monitoring and Public Protection

Hall is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Derbyshire Constabulary and the prison estate. Due to the “extremely dangerous” nature of his history involving firearms, wounding, and the filmed rape of children in Ashton-on-Trent, Derbyshire, his management is subject to the highest level of oversight by the Public Protection Unit.

As a member of the Sex Offenders Register, Hall must comply with notification requirements regarding any residence for the rest of his life. Authorities state that his history of using intoxicants to facilitate abuse necessitates permanent and intense scrutiny of his digital activity. Should he ever be released on licence, he will be subject to strict conditions for the rest of his life. Any breach of his registration conditions or his licence terms will result in immediate arrest and a return to prison.
