In 2021, the Offender Database recorded that Daniel Cross, then 22, of Samuel Road, Fratton, Portsmouth, Hampshire, was jailed for 11 years for the “ruthless” grooming and rape of a girl under the age of 13. On Friday, 25 June 2021, Cross appeared at Portsmouth Crown Court, where he was sentenced for a string of offences that left his young victim psychologically damaged.

The investigation established that Cross took “gross advantage” of the child, subjecting her to rape, attempted rape, and two counts of sexual assault. He also admitted to inciting a girl to engage in sexual activity and possessing three Category C indecent images of the victim. Hampshire Constabulary reported that the abuse had a “catastrophic” impact on the girl’s schooling and personal life, causing her to become withdrawn and anxious around men.

Judicial Findings and Investigative Detail

The court reported that the victim’s mother was “consumed by harrowing guilt” and felt she had failed her daughter following the “bombshell” discovery of Cross’s actions. Portsmouth Crown Court heard that the girl now struggles with everyday life and finds it nearly impossible to trust others. Judge Timothy Mousley QC described Cross as a “groomer” who possessed “limited insight” into the severe psychological harm he had inflicted.

The judge noted that the 11-year sentence reflected the premeditated nature of the grooming and the repetitive sexual violence perpetrated in Fratton, Portsmouth. As a result of his actions, Cross was ordered to serve at least two-thirds of his sentence behind bars. The judge noted that the survivor’s mother required the “closure of justice” to begin the long process of recovery from the devastating impact on their family.

Sentence and Statutory Requirements

For his crimes in England, Daniel Cross was handed:

  • Sex Offenders Register: Notification requirements are in effect for life.

  • Judicial Oversight: Sentenced at Portsmouth Crown Court following convictions for multiple sexual offences.

Monitoring and Public Protection

Cross is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Hampshire Constabulary and the prison estate. Due to the “ruthless” and “predatory” nature of his offending in Fratton, Portsmouth, his management is subject to the highest level of oversight by the Public Protection Unit.

As a member of the Sex Offenders Register, Cross must comply with notification requirements regarding his residence in Samuel Road, Fratton, for the rest of his life. Authorities state that his lifelong SHPO requires him to maintain regular and strict contact with the police upon his eventual release. Any breach of his registration conditions, his SHPO, or his licence terms will result in immediate arrest and a return to Portsmouth Crown Court.
