In 2019, the Offender Database reported that Ghamer Sulayman, then 23, of Mercia Drive, Kings Heath, Birmingham, was sentenced to 10 years’ imprisonment. On Thursday, 21 February 2019, Sulayman appeared at Shrewsbury Crown Court for the “vicious” grooming, rape, and human trafficking of a 15-year-old girl.

The investigation established that in 2016, Sulayman spent months grooming a vulnerable girl from Telford over social media. On 1 July 2016, he and several other men collected her from her home and took her to Birmingham, where she was plied with alcohol and forced to engage in “unsafe and degrading” sexual acts. The prosecution reported that Sulayman “pimped” the victim to his friends in return for favours, using threats of homelessness to coerce her into compliance.

Judicial Findings and Investigative Detail

Judge Peter Barrie noted that Sulayman was the “leading light” in the exploitation, showing no genuine affection for his victim. The court reported that the girl was “severely damaged” by the ordeal, which included being forced to perform sex acts with multiple men simultaneously in a “strange” house. The judge emphasised that the victim’s courage in giving evidence during a two-week trial was “harrowing” but vital for securing justice.

The prosecution emphasised that Sulayman exploited the girl’s lack of stable personal relationships to trap her in a cycle of abuse. The judge emphasised that even after the initial attacks, Sulayman continued to exploit her in supermarket car parks in Telford, trading her for cannabis and other favours. For his crimes in Birmingham and Shropshire, the court determined that Sulayman represents a “serious” threat to the public, particularly children.

Sentence and Statutory Requirements

For his crimes in Birmingham and Telford, Ghamer Sulayman was handed:

  • Custodial Sentence: 10 years in immediate custody.
  • SHPO: An indefinite Sexual Harm Prevention Order was imposed.
  • Sex Offenders Register: Notification requirements are in effect for life.
  • Convictions: Found guilty of one count of rape and two counts of human trafficking.

Monitoring and Public Protection

Sulayman is managed under Multi-Agency Public Protection Arrangements (MAPPA) by West Midlands Police and West Mercia Police. His history of “persistent” grooming and the “pimping” of a vulnerable child means his status remains under “stringent” scrutiny.

As a lifetime member of the Sex Offenders Register, Sulayman must comply with notification requirements regarding his residence in Kings Heath, Birmingham. Authorities state that his indefinite SHPO, which prohibits any contact with children under 16, is a “critical” tool for public protection. Any breach of his registration conditions, his SHPO, or his licence terms following his release from prison will result in his immediate return to Shrewsbury Crown Court.
