In 2021, the Offender Database reported that Richard Williams, then 44, of Tresooth Place, Penryn, Cornwall, was sentenced at Truro Crown Court. On Friday, 29 October 2021, Williams was handed a community order following a seven-year campaign of “vile” online child exploitation and the possession of thousands of indecent images.

The investigation established that Williams’ offending spanned from 2013 to 2019. He “viciously” masqueraded as a teenager to groom children on various social platforms. Between 2015 and 2016, he posed as a 15-year-old boy to communicate with a 14-year-old girl, “vilely” persuading her to watch him masturbate and sending her images of his erect penis. He was eventually caught in 2019 by an undercover police officer posing as a 13-year-old boy in an online group of “sexually like-minded people.”


Scale of Material and Judicial Findings

Upon his arrest, police seized multiple devices and discovered “thousands, not hundreds” of “abhorrent” images of children ranging from ages four to 16. The forensic discovery reported:

  • Category A (Most Serious): 1,096 images.
  • Category B: 1,362 images.
  • Category C: 809 images.
  • Prohibited Images: 43 images.

Recorder Richard Smith QC emphasised that Williams had been driven by a sexual desire he could not resist. However, the court also noted that Williams had sought help for his “serious failings,” expressed genuine remorse, and had no previous convictions.


Sentence and Statutory Requirements

Despite the “vicious” nature of the crimes in Cornwall, the court decided against an immediate custodial sentence to allow Williams to complete a rehabilitation programme. He was handed:

  • Community Order: A three-year order including 20 days of rehabilitation activity.
  • Unpaid Work: 15 hours to be completed in the community.
  • Sex Offenders Register: Notification requirements were imposed for five years.
  • SHPO: A 10-year Sexual Harm Prevention Order restricting his digital conduct.
  • Financial Penalty: Ordered to pay a victim surcharge.

Monitoring and Public Protection

Williams is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Devon and Cornwall Police. His history of “systematic” grooming and “persistent” collection of child abuse imagery means his status remains under “critical” scrutiny.

As a registered sex offender, Williams must comply with strict notification requirements regarding his address in Penryn, Cornwall. Devon and Cornwall Police state that the 10-year SHPO is a “critical” tool for monitoring his internet usage. The judge warned that any failure to comply with the community order or any “vile” repeat offending would result in an inevitable custodial sentence at Truro Crown Court.
