In 2019, the Offender Database reported that Peter Booth, then 74, of St Andrew’s Avenue, Llandudno, Conwy, was sentenced to seven years and four months in prison. On Thursday, 11 April 2019, Booth was jailed at Caernarfon Crown Court for his role in the “horrific” live-streamed sexual exploitation of children in the Philippines.

The investigation established that Booth had paid nearly £20,000 across 250 transactions to recipients in the Philippines to view live child abuse via Skype. Officers discovered videos on his mobile phone showing Booth masturbating in an inset screen while “actively directing” the abuse of two young girls. Judge Timothy Petts emphasised that these “reprehensible” acts were carried out solely for the defendant’s perverted pleasure.

Digital Forensic Discovery and Distribution

North Wales Police raided Booth’s home in March 2018 after detecting indecent images being uploaded from his address. Although Booth initially claimed he “hadn’t got any” images, forensic tests revealed over 500 indecent images on his laptop and phone. He admitted to:

  • Four counts of causing or inciting the sexual exploitation of a child under 13.
  • Possessing and distributing indecent images of children.
  • Possession of extreme pornographic material.

The court heard that Booth, a married man with no previous convictions, had “thrown away his good character.” His family disowned him following the discovery of his “systematic” collection and sharing of child abuse material. Despite his defence describing him as a “broken man” who had attempted to take his own life, the judge insisted that only a lengthy custodial sentence was justified.

Sentence and Statutory Requirements

For his appalling crimes in Llandudno, Conwy, Peter Booth was handed:

  • Custodial Sentence: Seven years and four months in immediate custody.
  • Sex Offenders Register: Notification requirements for life.
  • SHPO: A lifelong Sexual Harm Prevention Order restricting his digital access.
  • Professional Barring: A permanent ban on working with children or vulnerable adults.
  • Forfeiture: The court ordered the permanent confiscation of all his computer equipment.

Monitoring and Public Protection

Booth is managed under Multi-Agency Public Protection Arrangements (MAPPA) by North Wales Police. His history of “persistently” funding and directing overseas child abuse via the internet means his status remains under critical scrutiny.

As a lifetime member of the Sex Offenders Register, Booth must comply with strict notification requirements regarding his address in Llandudno, Conwy. Authorities state that the international nature of his offending required cooperation with overseas agencies to identify the victims. Any breach of his lifelong SHPO or registration conditions following his eventual release will result in his immediate return to Caernarfon Crown Court.
