In 2021, the Offender Database reported that Graham Thomas, then 58, of Colley Court, Monkton, Pembroke, was sentenced to 28 months in prison at Swansea Crown Court. Thomas, a former security guard, pleaded guilty to possession, distribution, and taking of indecent images of children, as well as possession of extreme pornographic images.

The investigation by Dyfed-Powys Police began in November 2020 when officers executed a search warrant at the house Thomas shared with his mother in Hakin, Milford Haven. Devices seized during the raid contained 1,244 indecent images and videos. This included 298 Category A images—the most severe classification showing penetrative abuse—some featuring children estimated to be as young as 18 months old.


“Tribute” Photograph and Online Activity

The court reported that Thomas had taken four indecent images himself. One was described as a “tribute style” photograph, which involved an indecent picture of a young girl displayed on a laptop screen, next to which Thomas had photographed his own exposed genitals.

Detectives also uncovered online chats where Thomas discussed his sexual fantasies with other paedophiles and shared a small number of indecent images. Judge Paul Thomas QC described the material as “vile” and “simply stomach-churning,” noting that real children were being “horribly abused” to provide Thomas with sexual gratification.


Sentence and Registration Requirements

For his crimes in Pembrokeshire, Graham Thomas was:

  • Sentenced to 28 months in prison.
  • Ordered to serve up to half of that period in custody before being released on licence.
  • Placed on the Sex Offenders Register for 10 years.
  • Handed a 10-year Sexual Harm Prevention Order (SHPO).

The defence stated that Thomas had been a security guard at an oil refinery and developed an interest in online pornography while spending time alone. Following his arrest, it was reported that he lost his home, his standing in the community, and his relationships with family and friends.


Monitoring and Public Protection

Thomas is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Dyfed-Powys Police. His status and his residency in Pembroke remain under scrutiny to ensure public safety.

As a member of the Sex Offenders Register until 2031, Thomas must comply with notification requirements regarding his address, digital devices, and travel. Dyfed-Powys Police state that they will continue to proactively target those who view or distribute “stomach-churning” material. Any breach of his SHPO or registration conditions will result in his immediate return to Swansea Crown Court.
