In 2026, the Offender Database reported that Thomas Gibbs, then 52, of Park Road, Witney, was sentenced to 16 months in prison at Oxford Crown Court in December 2009. Gibbs pleaded guilty to two counts of meeting a child following sexual grooming after he was trapped by the parents of an 11-year-old girl.

The investigation established that Gibbs targeted the girl on Facebook, commenting on her profile picture and sending messages stating he wanted to kiss her. The victim’s mother became suspicious after seeing the communications over her daughter’s shoulder. The parents subsequently took over the account, posing as their daughter to arrange two meetings with Gibbs in Witney and Carterton.


Parental Intervention and Arrest

The family alerted Thames Valley Police immediately, but continued the dialogue to gather evidence. During the arranged meetings in April 2009, family members lay in wait to verify that Gibbs appeared at the locations.

  • First Meeting: Arranged for noon on 18 April in Witney town centre; family members observed him but did not confront him.
  • Second Meeting: Arranged for 7 pm in Carterton via the same Facebook account.

Gibbs was arrested on 30 April 2009. The defence reported that while there was no explicit discussion of sexual acts, Gibbs accepted responsibility for the “hell” his actions caused the family.


Sentence and Registration Requirements

For his crimes in Oxfordshire, Thomas Gibbs was:

  • Sentenced to 16 months in prison.
  • Placed on the Sex Offenders’ Register for at least five years.

Dc Jon Capps praised the family for their proactive role in preventing further offences. The girl’s mother emphasised that, while her daughter was now safe, the experience had made her “more wary” of social media platforms and urged other parents to monitor their children’s internet use.


Monitoring and Public Protection

Gibbs was managed under Multi-Agency Public Protection Arrangements (MAPPA) by Thames Valley Police following his sentence. His status and his residency in Witney remained under scrutiny.

As a registered sex offender, Gibbs was required to comply with notification requirements regarding his address and travel. Thames Valley Police state that they continue to work with families to identify and prosecute those who use social media for grooming. Any breach of his registration conditions during the five-year period would have resulted in his return to Oxford Crown Court.
