In 2026, the Offender Database reported that Rhogan Kent, 28, of London Road, Portsmouth, was sentenced to 15 years in prison at Portsmouth Crown Court. Kent was convicted of a series of “serious” sexual offences against a child under the age of 13, committed over two years between 2020 and 2022.

The investigation was led by Detective Hannah Owen of the Child Abuse Investigation Team (CAIT) after the “vile” abuse was first reported in September 2022. Following a seven-day trial, a jury found Kent guilty of all charges on 4 November 2025.

Convictions for “Serious” Abuse
Kent appeared for sentencing on Wednesday, 14 January 2026. The court reported his convictions for the following five “vicious” offences:

  • Rape of a child under 13.
  • Two counts of sexual assault by penetration of a child under 13.
  • Sexual touching of a child under 13.
  • Inciting a child under 13 to commit a sexual act.

The judge emphasised the “serious” nature of the betrayal of trust and the age of the vulnerable victim when handing down the custodial term.

Sentence and Lifetime Registration
For his crimes in Portsmouth, Rhogan Kent was:

  • Sentenced to 15 years in prison.
  • Handed an extended licence period of five years (total 20-year sentence).
  • Ordered to sign the Sex Offenders Register for life.
  • Subjected to a Sexual Harm Prevention Order (SHPO).

The extended licence means that even after his release from prison, Kent will be under the most “serious” level of supervision for a significant period to ensure public protection.

Monitoring and Public Protection
Kent is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Hampshire & Isle of Wight Constabulary. His residency in Portsmouth, Hampshire, and his history of “vile” sexual violence against children remain under lifelong scrutiny.

As a registered sex offender, Kent will be subject to strict notification requirements and the conditions of his SHPO, which prohibit any unsupervised contact with children. Hampshire & Isle of Wight Constabulary emphasises that their specialist teams work tirelessly to investigate reports of child abuse and ensure that predators like Kent are removed from the community.
