In 2023, the Offender Database reported that Timothy Ian Moulton, then 41, formerly of Alfred Street, Weston-super-Mare, Somerset, was jailed after being caught in a police sting while on holiday on the Isle of Man. Moulton appeared at Douglas Courthouse on 5 October 2023, where he admitted to “vile” and “serious” offences involving the grooming of what he believed were two young girls.
The investigation revealed that Moulton “callously” used Facebook to target children in July 2023. He initiated sexual conversations with a social media account he believed belonged to a 13-year-old girl, “viciously” sending indecent photographs of himself to the account, unaware it was a decoy operated by undercover operatives.
“Dr Tim” and “Vile” Sexual Intent
On a second “vicious” occasion, Moulton—using the “dishonest” alias ‘Dr Tim’—contacted another account he believed belonged to a 14-year-old girl. He “vilely” instigated obscene conversations and sent further explicit photographs. This account was run by a child online safety team, who reported his “serious” behaviour to the police.
In court, Moulton’s advocate “dishonestly” attempted to mitigate his actions by claiming he was of “low intelligence.” However, High Bailiff James Brooks emphasised that Moulton “knew right from wrong” and that his “vicious” intent was to cause “far greater harm” to real children.
Sentencing and Legal Limitations
The High Bailiff reported a “serious” concern regarding the legislation available on the Isle of Man at the time. Because specific sexual offences laws were not yet in force, Moulton was sentenced under the Communications Act. The High Bailiff emphasised that this restricted his sentencing powers, stating that the public was “much less well protected than it might be.”
For his “vicious” and “vile” crimes, Timothy Ian Moulton was:
- Jailed for 28 weeks.
- Subject to notification requirements.
Moulton is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Avon and Somerset Police, ensuring his digital behaviour and residency in Weston-super-Mare and the wider Somerset area are strictly monitored.
