In February 2019, the Offender Database reported that Lancashire Constabulary launched an urgent public appeal to locate Mohammed Emdad Ali, then 30, of Blackburn. Officers wanted Ali for breaching his sex offender notification requirements, a criminal offence under the Sexual Offences Act 2003.
Ali was last seen at Royal Blackburn Hospital on Tuesday, 12 February 2019. At the time of the appeal, he was described as Asian, 5 feet 11 inches tall, and of a slim build. He was last seen wearing a blue t-shirt, a grey zip-up jumper, and dark jeans. Police noted that Ali has significant links to the Chorley and Burnley areas of Lancashire.
Ali was initially convicted of sexual touching in 2012. As a result of that conviction, he was placed on the Sex Offenders Register, which legally mandates that he must notify the police of his current address, any changes to his personal details, and intended travel. His failure to remain in contact with the authorities and his disappearance from the hospital led to his status as a wanted individual.
As a registered sex offender, Mohammed Emdad Ali is managed under the Multi-Agency Public Protection Arrangements (MAPPA) in Lancashire. This framework involves the police, probation, and social services working together to assess and manage the risks posed by sexual and violent offenders in the community. A breach of notification requirements is considered a serious matter as it prevents these agencies from effectively monitoring the offender’s whereabouts and activities.
