In September 2024, the Offender Database reported that Paul Baker, then 62, of Rosemary Lane, Haverfordwest, Pembrokeshire, was sentenced to over three years in prison at Swansea Crown Court. Baker, a serial predator with a “persistent and serious” history of child sex offences, openly defied the law, telling police officers that it was “his life” and he could “look at what he wants.”

The court heard that Baker was monitored by e-safe software, which triggered an alert to Dyfed-Powys Police on July 11, 2024. The software detected Baker accessing an illicit website featuring “3D nude child models.” A subsequent forensic raid on his home uncovered a massive, calculated effort to bypass his court-ordered restrictions. Between October 2023 and July 2024, Baker had used seven different anonymous web browsers, operated an unregistered email account, and conducted searches for Wi-Fi routers and SIM cards to establish unmonitored internet access. He also admitted to deleting internet-enabled apps and wiping his browser history to evade the MOSOVO (Management of Sex Offenders and Violent Offenders) unit.

Baker’s criminal history spans decades and includes 14 previous convictions for 55 offences. He was then 41 when he was jailed for six years in March 2003 for the indecent assault of a girl under 14. Since then, he has been repeatedly convicted for making and possessing indecent images of children and has consistently breached both Sexual Risk Orders and Sexual Harm Prevention Orders. Despite his claims to police that he “forgot” to register his email and didn’t think his Wi-Fi would work, the prosecution described his actions as a “multi-layered” and “determined” effort to continue his predatory behaviour.

During the hearing, Judge Paul Thomas KC expressed deep concern over Baker’s “worrying” comments to the police regarding his right to view child abuse material. The judge noted that since Baker believed the court could not stop him, the only solution was to remove him from society. Defence counsel Jon Tarrant conceded that due to the severity of the breaches, he could not argue against the extension of Baker’s restrictive orders.

Paul Baker was sentenced to three years and four months in prison. In a significant move to protect the public, the judge also extended Baker’s Sexual Harm Prevention Order (SHPO) indefinitely. This means that for the rest of his life, Baker is legally prohibited from using unmonitored technology and is subject to permanent police surveillance.

As a result of his persistent child sex offending, Baker remains on the Sex Offenders Register for life. He is managed under the highest level of Multi-Agency Public Protection Arrangements (MAPPA) in Pembrokeshire. Upon his release, he will be subject to the most stringent licensing conditions available to the National Probation Service and Dyfed-Powys Police to mitigate the extreme risk he poses to children.
