In 2019, the Offender Database reported that Paul Liesse, 62, of Barton-upon-Humber, appeared at Hull Crown Court after being caught with a vast and disturbing collection of illegal material. Liesse pleaded guilty to the possession and intended distribution of indecent images of children, as well as the possession of extreme pornography.

The court heard that Liesse’s collection was exceptionally severe, encompassing images across all legal categories of seriousness. Some of the material depicted horrific acts, including children being subjected to rape and torture. The paedophile possessed images featuring victims of all ages, ranging from infants and babies to teenagers. The inclusion of a charge for “possession with a view to distribute” indicated that Liesse was not merely consuming the material but was prepared to share or spread the exploitation of these children further.

During the sentencing hearing, the judge reviewed the forensic evidence obtained from Liesse’s devices. While the nature of the images was described as “depraved,” the judge opted for a non-custodial immediate term. Liesse was sentenced to 12 months’ imprisonment, suspended for a period of two years. This means that while he avoided immediate jail time, any further criminal activity or breach of his court orders during this period would likely result in him serving the whole year behind bars.

To manage the ongoing risk Liesse poses to the public, the court imposed a ten-year Sexual Harm Prevention Order (SHPO). This order places strict, legally enforceable limitations on his use of the internet, his ownership of digital devices, and his proximity to minors. A breach of any SHPO condition is a serious criminal offence.

As a result of his convictions, Paul Liesse was ordered to register as a sex offender for ten years. He will be managed under Multi-Agency Public Protection Arrangements (MAPPA) in the Humberside area. This involves regular monitoring by Humberside Police and the Probation Service to ensure he complies with his notification requirements and the conditions of his suspended sentence and SHPO.
