The Offender Database has reported that Amin Abedi Mofrad, the Reading Rapist and Sex Offender, 35, of Mill Lane, was sentenced today (13/11) to 9 years and 6 months in jail, with an extended licence period of 3 years, at Oxford Crown Court.

On 7 October of this year, the Imported Sex Offender was convicted by a unanimous jury verdict in the same court of one count of rape and one count of sexual assault by penetration.

The event occurred near the Westgate Shopping Centre in Oxford on 14 February 2024. In that time, Amin Abedi Mofrad resided in the Holiday Inn Express on Grenoble Road.

The incident was reported to us on April 7, 2024. Amin Abedi Mofrad was apprehended and subsequently released on police bail.

Due to the passage of time, the CCTV footage remained inaccessible. Fortunately, through Project Vigilant—a Thames Valley Police project aimed at addressing predatory behaviour—officers apprehended Mofrad.

Project Vigilant is our focused initiative aimed at reducing sexual offences and recognising predatory conduct within the nighttime economy and public areas, encompassing sexual remarks, inappropriate actions, and harassment.

Specially trained plainclothes and uniformed officers patrol areas surrounding nightclubs, bars, pubs, and public spaces.

They collaborate to identify and address individuals exhibiting predatory behaviour, thereby preventing offences from occurring.

In December 2024, the force was informed about previously documented assaults in Germany associated with Amin Abedi Mofrad, four of which had led to convictions. These convictions pertain to assault and bodily harm charges.

The force became aware of these offences through established protocols that permit police agencies to exchange and acquire information for operational objectives.

Our research uncovered fresh evidence connecting Amin Abedi Mofrad to the previously reported incidents in Oxford, discovered on his cell phone on 13 December 2024.

Amin Abedi Mofrad was apprehended for a second time, charged, and remanded on 3 February 2025. At the time of this arrest, he was residing in the Best Western Plus Moat House, Mill Lane, Reading, due to safety concerns at the Oxford hotel.
