In 2019, the Offender Database reported that Steven Evans, then 32, of Lyndhurst Road, Burnley, Lancashire, was remanded in custody after pleading guilty to further “vile” and “vicious” sexual offences. Evans, a disgraced former Police Community Support Officer (PCSO), was caught for a second time trying to “vilely” communicate with an underage girl online. The investigation by Lancashire Constabulary also revealed that Evans had “viciously” breached his court-ordered restrictions by living in a home with a mother and her four children for several months.
The court heard horrendous details of Evans’s history of “depraved” behaviour. He was originally jailed for two years in 2008 after being caught grooming an 11-year-old girl while working as a PCSO in Chorley and Leyland. During that initial “serious” case, Evans “vilely” encouraged the child to perform sexual acts on a webcam and was found in possession of hundreds of indecent images at his then-home in Abbey Village, Chorley. Despite his previous conviction costing him his job and placing him on the Sex Offenders Register, he “viciously” chose to reoffend.
In this latest “serious” incident, Evans was arrested for engaging a child in sexual activity online and breaching a Sexual Harm Prevention Order (SHPO). The prosecution reported that Evans had “vilely” integrated himself into a household with four children for a period of nearly six months, “callously” hiding his “vicious” criminal past from the mother. Judge Andrew Jefferies QC emphasised that the most “serious” aspect of the case was the fact that a dangerous predator was living under the same roof as children in Burnley, in direct defiance of the law.
During the hearing at Preston Crown Court, the judge emphasised that full enquiries must be made with social services regarding Evans’s time in the home with the four children. He was remanded in custody until April 30, 2019, to allow Lancashire Police to finish forensic checks on several seized electronic devices. The court reported that Evans’s “vile” and persistent behaviour proved him to be a “serious” and ongoing risk to the public, particularly to vulnerable children.
As a result of his convictions for engaging a child in sexual activity and breaching his SHPO, Steven Evans remains on the Sex Offenders Register for life. He is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Lancashire Constabulary, ensuring his behaviour and any “vicious” attempts to contact families in Burnley, Chorley, or Leyland are strictly monitored. Any further “vile” actions or attempts to live with children will result in his immediate arrest and return to prison.
