In 2022, Steven Duxbury, the Blackburn Paedophile, a 71-year-old man, indecently exposed himself in Blackburn Market after becoming sexually aroused by observing a 12-year-old girl in a school uniform.
Magistrates in Blackburn were informed that Steven Duxbury told the police that he had merely lost control.
Steven Duxbury, residing on Mill Lane in Blackburn, admitted guilt to charges of indecent exposure and performing sexual acts in the presence of a minor.
Steven Duxbury was remanded in custody to Preston Crown Court for sentencing after the magistrates determined their punitive authority was insufficient.
Scott Parker, the prosecutor, stated that Steven Duxbury had prior convictions for possessing indecent photos of minors in 2012, which resulted in a sexual harm prevention order, and in 2017, when he was sentenced to 12 months in prison.
“It was suggested in that instance that he had participated in a sexual act on a bus in the presence of a schoolgirl,” stated Mr Parker.
Recently, law enforcement responded to an allegation of a man, Steven Duxbury, on Blackburn Market engaging in sexual conduct, which a youngster observed.
The 12-year-old girl reported observing the defendant, Steven Duxbury, seated on a bench, who repeatedly gazed at her, causing her discomfort.
“She observed once more and discerned that Steven Duxbury was engaging in a sexual act and moistening his lips,” stated Mr Parker.
“She informed her mother, who could evidently perceive his actions.” He was apprehended by security until the police arrived.
