In 2026, a 41-year-old man was sentenced to 40 weeks’ imprisonment at South Tyneside Magistrates’ Court after repeatedly urinating and defecating on public transport across the North East.
Richard Hall, of no fixed address, appeared before the bench to answer a total of 22 charges resulting from a campaign of persistent public fouling, theft, and defiance of court restrictions.
The court heard that Hall targeted public transport networks throughout the region, with the vast majority of incidents occurring on the Tyne and Wear Metro network as well as local bus services. Hall repeatedly deposited human waste directly onto passenger seating areas, leaving vehicles in contaminated, foul-smelling conditions. The repeated contamination forced operators to routinely withdraw trains and buses from active service to undergo specialised biohazard deep cleaning, causing widespread cancellations and network disruptions for commuters.
Transport personnel were repeatedly forced to manage contaminated carriages, prompting Northumbria Police and regional transport operators to monitor Hall’s movements from July 2025 onwards. Working alongside local authorities, officers previously secured a Criminal Behaviour Order (CBO) against Hall. The order strictly banned him from boarding the Tyne and Wear Metro, created geographical exclusion zones, and prohibited him from approaching members of the public to request assistance in purchasing alcohol.
Despite the restrictions, Hall continued to offend, resulting in two arrests for direct breaches of the court order alongside repeated acts of retail theft and public disorder.
Hall pleaded guilty to 22 offences on the charge sheet:
16 counts of shoplifting
Two counts of breaching a Criminal Behaviour Order
Two counts of failing to comply with a Community Protection Notice
One count of common assault
One public order offence
Addressing the severe disruption to public amenities, the public health hazard created for passengers and staff, and Hall’s blatant disregard for court-ordered prohibitions, magistrates sentenced him to an immediate custodial term of 40 weeks’ imprisonment.
