In 2026, the Offender Register reported that the allegations of serious sexual misconduct against Richard Booth, a former Derbyshire Constabulary inspector, had been deemed to be true following a misconduct hearing.
During the hearing, which was conducted at the force headquarters from June 1 to 5, former inspector Richard Booth was accused of exploiting his authority within the force to commission severe sexual offences.
The initial incident occurred in the late 2000s, during his tenure as a sergeant, and involved a consensual sexual intercourse between him and a junior member of staff.
The second complainant disclosed that an oral rape had transpired in the early 2010s, shortly after he had attained the position of inspector.
Both incidents occurred while the individual was on duty.
In September 2023, a criminal investigation into the oral rape allegation was initiated; however, no further action was taken as a result of evidential challenges in the case. Nevertheless, it was determined that it was appropriate to attend a gross misconduct hearing, during which the two complainants were granted anonymity and provided in-person testimony to the panel chaired by Assistant Chief Constable Diane Coulson.
The panel concluded that both incidents had occurred and that gross misconduct had followed the hearing.
The panel determined that Mr Booth would have been dismissed without notice if he had not retired from the force while under investigation, a procedure permitted by misconduct regulations.
