David Hooper, aged 57, from the Marine Town area of Sheerness, Kent, has been handed an extended determinate sentence of 28 years at Maidstone Crown Court after being convicted of 17 offences involving rape, sexual violence, and physical abuse against children.
The court heard that Hooper’s offending took place between 2004 and 2013.
During this period, Hooper molested and raped two victims, subsequently accessing private online chat rooms to boast about the abuse to other offenders.
Proceedings also revealed that during the same timeframe, Hooper targeted another young girl, subjecting her to strangulation and sustained physical torture, which included forcing her to complete arduous physical exercises until she was physically sick.
On 6 September 2025, Kent Police officers executed an arrest warrant at Hooper’s residential address in Sheerness.
A thorough search of the premises led to the seizure of several dangerous weapons, including four extendable batons, a combat knife, and an illegal zombie knife.
Under statutory legislation, all victims of sexual offences are protected by lifelong anonymity.
Hooper entered pleas of not guilty to every charge, requiring the prosecution to summon witnesses to give evidence during a contested trial.
On 15 June 2026, the jury at Maidstone Crown Court returned unanimous guilty verdicts on all 17 counts on the indictment:
- Rape
- Sexual assault
- Causing a child to engage in sexual activity
Appearing for sentencing on Friday, 25 September, the presiding judge classified Hooper as a dangerous offender who presents an ongoing risk of serious harm.
The court imposed an extended sentence of 28 years, consisting of an immediate custodial term of 22 years (264 months) followed by an extended licence period of six years.
In addition to the custodial sentence, Hooper was made subject to an indefinite Sexual Harm Prevention Order (SHPO) and ordered to comply with the notification requirements of the Sex Offenders Register for an indefinite period (for life).
Release Calculation: Because Hooper received an extended determinate sentence as a dangerous offender for serious sexual offences, statutory automatic early release is excluded. Under UK sentencing legislation, Hooper is required to serve a minimum of two-thirds of his 22-year custodial sentence (14 years and eight months / 176 months) in prison custody before becoming eligible to apply for parole. His release will only be granted if the Parole Board assesses that he no longer poses a risk of serious harm to the public. If released, he will serve the remainder of the 22-year term plus the six-year extension on licence under strict probation monitoring.
