A 23-year-old man described by detectives as a serial perpetrator of violence has been handed a 15-year extended sentence after being convicted of rape, coercive and controlling behaviour, and violent attacks against three separate victims.
Owen Rowe appeared for sentence on Monday 19 October 2026 following an extensive and complex multi-jurisdictional inquiry conducted by public protection officers.
The prosecution outlined that police launched an investigation in early 2024 after a female complainant came forward to report that Rowe had subjected her to persistent violence, coercive control, and rape.
The victim detailed how Rowe maintained an environment of extreme jealousy, possessiveness, and intimidation throughout their contact. To enforce her compliance and prevent her from contacting authorities, Rowe engaged in systematic emotional blackmail, threatening that he would take his own life if she reported his behaviour to the police.
When arrested and interviewed under caution by detectives, Rowe sought to minimise his culpability and invert the narrative. While admitting to a single “minor” physical assault against the complainant, he flatly denied the rape allegations and claimed that he was in fact the victim of controlling behaviour.
Detectives pursued wider lines of inquiry, uncovering that Rowe’s violent and abusive conduct extended to multiple individuals. Dedicated safeguarding teams handled distinct allegations from separate victims, establishing a wider pattern of predatory violence.
Following the evidential review and subsequent court proceedings, Rowe stood convicted across the full indictment:
Rape of the primary complainant
Coercive and controlling behaviour in an intimate or family relationship
Sexual assault committed against a second female victim
Common assault committed against the second female victim
Attempted serious assault committed against an adult male
Passing sentence on Monday 19 October 2026, the Crown Court judge designated Rowe a dangerous offender who posed a high and enduring risk of serious physical and psychological harm to others. The judge handed down an extended determinate sentence of 15 years, ordering that Rowe serve an immediate custodial term of 12 years’ imprisonment before being eligible for consideration by the Parole Board, followed by an extended licence period of three years under strict supervision.
The court further ordered that Rowe remain subject to lifelong notification requirements on the Sex Offenders Register under the provisions of the Sexual Offences Act 2003, alongside protective restraining orders prohibiting any contact with the survivors.
Under the provisions of the Sexual Offences (Amendment) Act 1992, all victims and complainants connected to sexual offence proceedings are protected by automatic, lifelong statutory anonymity. Publishing, broadcasting, or disseminating any details, names, addresses, or photographs capable of leading to public identification is strictly prohibited under UK law.
