In 2021, the Offender Register confirmed that a serial offender who committed a sexual act in proximity to a river was incarcerated at Chester Crown Court.
In November of the previous year, Andrew Fearnley-Hill exposed himself in full view of the public near the Mersey.
The then 51-year-old, who is from Warrington and has no fixed address, initially denied that he was urinating. However, he subsequently acknowledged that he had violated public decorum.
On Thursday, July 1, Judge Steven Everett sentenced him to 27 months in prison.
Fearnley-Hill was also instructed to sign the sex offenders’ register for the next decade and to pay a £190 victim surcharge.
The habitual flasher, who was previously employed as a CCTV operator, has a history of convictions for comparable offences.
In January 2019, he was sentenced to two years in prison for exposure. He had drunkenly flashed over a dozen individuals in the town centre, including a family of four and their nine-year-old son who were on a shopping trip, as well as two police officers who subsequently responded to the incident.
Fearnley-Hill was incarcerated for 16 months in May 2017 for sexually assaulting an autistic adolescent at a bus stop in Stockton Heath.
In 2006, he was also found guilty of exposure for flashing a group of 15-year-old females in a park.
