In 2020, the Offender Database reported that Neil Thomas, then 45, of Greenfield Avenue, Taibach, Port Talbot, was sentenced to five years and two months in prison. On 11 June 2020, Thomas appeared at Swansea Crown Court for a series of “vicious” and “sickening” sexual assaults he carried out on a boy in the late 1980s.
The investigation established that Thomas was around 15 years old when he targeted a victim half his age. He used “abhorrent” grooming tactics, including showing the boy pornographic magazines and offering him computer games, before performing and inciting a series of sex acts. Although the “vile” abuse occurred decades ago, it was only reported to the police in 2017 after the survivor confided in his partner.
Judicial Findings and Investigative Detail
John Hipkin QC, prosecuting, emphasised that the “vicious” nature of the historical abuse had caused the victim’s life to go “off the rails.” A search warrant executed at Thomas’ home in Taibach in 2018 uncovered “serious” evidence of a “compulsive addiction” to pornography. Police found a large amount of extreme material and over 130 indecent images and movies featuring children. The court reported that Thomas had used search terms such as “toddler incest” to find “abhorrent” content online.
The defence emphasised that Thomas had “zero consensual sexual experiences” in his life and was “deeply ashamed” of his “vile” actions. Judge Keith Thomas noted that the case was complex due to the defendant’s age at the time of the offences and the different sentencing guidelines in place during the 1980s. For his crimes in Port Talbot, the court determined that Thomas had “stolen” the victim’s childhood and that an immediate custodial sentence was the only way to address the “immeasurable” impact of his “abhorrent” behaviour.
Sentence and Statutory Requirements
For his crimes in Taibach, Port Talbot, Neil Thomas was handed:
- Custodial Sentence: Five years and two months in immediate custody.
- Sex Offenders Register: Notification requirements are in effect for life.
- Convictions: Admitted six counts of indecent assault and gross indecency, and five counts of possessing indecent images and extreme pornography.
Monitoring and Public Protection
Thomas is managed under Multi-Agency Public Protection Arrangements (MAPPA) by South Wales Police. His history of “persistent” grooming and the “vicious” consumption of extreme material means his status remains under “stringent” scrutiny by authorities in Port Talbot.
As a lifetime member of the Sex Offenders Register, Thomas must comply with notification requirements regarding his residence in Port Talbot, West Glamorgan. Authorities state that his risk management is “critical” due to his long-standing addiction to “vile” material. Any breach of his registration conditions or his licence terms following his release from prison will result in his immediate return to Swansea Crown Court.
