In 2009, the Offender Database reported that Muir Bowman, then 23, of Muir Drive, Darvel, East Ayrshire, was jailed for three years at Kilmarnock Sheriff Court. Bowman was sentenced for a “sickening” sexual assault on a seven-year-old girl that took place in June 2008.

The investigation established that Bowman and his family had been invited to a party at the home of the victim’s family. During the evening, Bowman was asked to take the family dog back to his parents’ house, and the young girl accompanied him. Once at the property, he took the child upstairs, where he “viciously” stripped and sexually assaulted her on his brother’s bed. He then took her into his mother’s bedroom and carried out a further “vile” sexual act in her presence.


High Risk of Recidivism

Bowman was initially interviewed by Police Scotland (then Strathclyde Police) days after the attack, but denied the allegations. It was not until he was re-interviewed in December 2008 that he made “horrific” admissions.

A social work report presented to the court highlighted that Bowman—a former pupil of Park School in Kilmarnock—posed a “high risk” of re-offending. Sheriff Iona McDonald emphasised that the gravity of the crime made a custodial sentence the only possible disposal to ensure the protection of the public.


Sentence and Statutory Requirements

For his “abhorrent” crimes in East Ayrshire, Muir Bowman was handed:

  • Extended Sentence: Five years in total (three years in prison and two years on licence).
  • Sex Offenders Register: Bowman was ordered to remain on the register for an indefinite period.
  • Licence Supervision: Mandatory strict monitoring for two years upon his eventual release.

The Sheriff noted that the custodial term would have been four years had Bowman not entered a guilty plea.


Monitoring and Public Protection

Bowman is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Police Scotland. His classification as a “high risk” offender means his movements in the Darvel and Kilmarnock areas are under “critical” scrutiny.

As a lifetime member of the Sex Offenders Register, Bowman must comply with strict notification requirements regarding his address and any changes to his circumstances. Police Scotland states that any breach of his licence conditions or registration requirements will result in his immediate return to Kilmarnock Sheriff Court.
