In 2022, the Offender Database reported that Justin Jarman, then 31, of Cledan, Treowen, Newtown, was sentenced to seven years in prison at Mold Crown Court. Shortly before Christmas 2021, Jarman was found guilty by a jury of three counts of causing a child to engage in sexual activity without consent.

The investigation established that in late October 2019, Jarman took the vulnerable teenager to a lodge under the “ruse” of going hunting. During the night, he lured the victim outside to a shed under the pretext of checking on the dogs, where the sexual abuse occurred. Despite “compelling” scientific evidence, Jarman continued to deny any sexual contact with the victim throughout the proceedings.


Impact and Victim Statement

The court heard that Jarman’s “sick” actions left the victim feeling “embarrassed and ashamed.” In a statement read to the court, the teenager reported that the trauma had led to self-harm as a way to regain a sense of control. The victim described a loss of safety, stating:

“I can’t go out. I’m constantly looking around me. I’ve had to take time off school… I can’t trust him and he took advantage of my vulnerability.”


Criminal History and Sentencing

While Jarman had 15 previous convictions, the court reported that none were of a sexual nature. His defence argued that the incident was an “isolated event” and provided testimonials describing him as “hard working.” However, Judge Rowlands rejected the notion of leniency, given the predatory nature of the luring.

For his crimes in Powys, Justin Jarman was handed:

  • Custodial Sentence: Seven years in immediate custody.
  • Sex Offenders Register: Notification requirements were imposed for an indefinite period (life).
  • Sexual Harm Prevention Order (SHPO): Mandatory restrictions on his future conduct.

Monitoring and Public Protection

Jarman is managed under Multi-Agency Public Protection Arrangements (MAPPA) by Dyfed-Powys Police. His history of using a position of trust to lure a child into an isolated area means his status remains under “critical” scrutiny.

As a lifetime member of the Sex Offenders Register, Jarman must comply with strict notification requirements regarding his address and travel. Dyfed-Powys Police state that they will use all available resources to monitor him upon his eventual release on licence. Any breach of his registration conditions or the terms of his release will result in his immediate return to Mold Crown Court.
