In 2024, the Offender Database reported that Paul O’Brien, then 47, of Forest Park, Killygordon, County Donegal, was jailed for three years at the Central Criminal Court. O’Brien, a former soldier, was convicted of “serious” sexual assaults against his young neighbour, Grace Kelly, who was aged between nine and 10 at the time of the “vile” abuse.

The investigation revealed that the offences took place throughout 1995. Ms Kelly, who waived her anonymity to allow O’Brien to be named, was best friends with his younger sister. O’Brien used his position as a “trusted” neighbour to groom the child while they played computer games, “viciously” holding his foot against the door to prevent others from entering the room.


Devastating Impact and Victim Resilience

Ms Kelly reported that the abuse had a “devastating” effect on her life, leading to hospitalisation for panic attacks and ongoing psychological damage. During the trial, she described the jury’s guilty verdict as “a black cloud being lifted.”

The court heard that O’Brien used “vile” grooming tactics, telling the child she was “lovely and pretty” and giving her sweets and fizzy drinks to facilitate the “serious” sexual assaults. Despite the clear evidence, O’Brien continues to maintain his innocence and does not accept the jury’s verdict.


Sentence and Military Discharge

For his “abhorrent” crimes in Donegal, Paul O’Brien was:

  • Sentenced to three years in prison.
  • Dishonourably discharged from the army after 21 years of service.
  • Placed on the Sex Offenders Register.

Mr Justice David Keane emphasised that the offences were at the “more serious end” of sexual offending. He noted that while O’Brien was answering for conduct from nearly three decades ago, the “serious” nature of the vulnerability of the victim necessitated a custodial sentence.


Monitoring and Public Protection

O’Brien is managed under the Sex Offender Risk Assessment and Management (SORAM) framework by An Garda Síochána in Donegal. His residency in Killygordon, County Donegal, and his future behaviour in the community remain under “serious” scrutiny.

As a registered sex offender, O’Brien must comply with strict notification requirements. An Garda Síochána emphasise that the passage of time does not diminish the “serious” nature of child sexual abuse, and they will continue to pursue historical cases to ensure predators are held accountable. The court wished Ms Kelly well as she begins a “new chapter” following her “commendable resilience.”
