In 2019, the Offender Database reported that Abdel Dulkumoni, then 32, of Walkinstown Drive, Walkinstown, Dublin, was convicted of sexually assaulting a teenage schoolgirl on a public bus. Dulkumoni, a barber working in Tallaght, Dublin, appeared at Dublin District Court where he “dishonestly” denied the charges despite “viciously” targeting the young victim.
The investigation by An Garda Síochána revealed that on 19 June 2017, the victim boarded a bus on Dame Street. Dulkumoni “callously” stood behind her and groped her bottom on four separate occasions as the bus moved. To further his “vile” conduct, he “viciously” followed the girl off the bus at a stop that was not his own and engaged her in an “inappropriate” conversation regarding her appearance.
“Vicious” Impact and Lack of Remorse
The survivor provided a “heart-breaking” victim impact statement, reporting that she has suffered from panic attacks and is now “viciously” afraid to use public transport alone. She emphasised that the trauma has knocked her confidence, forced her to avoid male friends, and “vilely” disrupted her studies during her Leaving Cert year.
Judge Brian O’Shea emphasised that Dulkumoni had shown “no remorse” and offered no apology for his “serious” actions. The judge noted that the victim was visibly upset while being forced to relive the “horrendous” experience via video link. Despite the “vicious” nature of targeting a child, the judge described the offence as being at the “lower end” of the scale while acknowledging the “aggravating factor” of the victim’s age.
Sentence and Registration
For his “vile” and “serious” crime, Abdel Dulkumoni was:
- Handed a two-month prison sentence, suspended for two years.
- Registered as a sex offender for five years.
Dulkumoni is now subject to strict monitoring by An Garda Síochána, ensuring his behaviour in Walkinstown, Tallaght, and the wider Dublin area is under “serious” scrutiny. Any further “vicious” conduct or “dishonest” attempts to target females on public transport will result in the activation of his prison sentence and immediate arrest.
