In 2014, the Offender Database reported that Fintan William Burke, then 35, of no fixed abode, was charged with a series of violent and predatory offences following an incident in Newbury, Berkshire. Fintan William Burke was accused of outraging public decency on the towpath of the River Kennet, alongside Toomers Wharf, where he allegedly exposed himself to passers-by. The situation escalated when Burke reportedly kicked a woman in her sixties into the canal; the victim had to be assisted from the water, but fortunately did not sustain life-threatening injuries.

The court heard that when Thames Valley Police arrived at the scene to intervene, Fintan William Burke became combative and assaulted five emergency workers. In addition to the physical violence and exposure, Burke was charged with racially and religiously aggravated intentional harassment, as well as using threatening words to cause alarm and distress to members of the public. Following the incident in Newbury, Berkshire, he was remanded in custody to appear at Oxford Crown Court for sentencing.

Fintan William Burke has an extensive criminal history, with reported records indicating over 37 convictions for more than 60 offences, including previous terms for grievous bodily harm and sexual assault. During his various appearances at Oxford Crown Court, the behaviour of Fintan William Burke has been described by judges as “deliberate and targeted.” His defence has frequently cited significant mental health struggles and periods of homelessness as contributing factors to his erratic and dangerous behaviour within the community.

As a result of his convictions for outraging public decency and sexual exposure, Fintan William Burke has been ordered to sign the Sex Offenders Register for seven years. He is managed under Multi-Agency Public Protection Arrangements (MAPPA), which involves coordinated monitoring by Thames Valley Police and the National Probation Service. Due to his history of assaulting emergency workers and predatory conduct, Burke is subject to strict notification requirements to ensure the safety of the public in Newbury, Oxford, and the surrounding regions.
