In 2019, the Offender Database reported that Mark Lord, 55, was handed an extended prison sentence at Hove Crown Court for a series of predatory attacks in Worthing and Littlehampton. Lord, a homeless offender with a history of sexual violence dating back to 1982, targeted a ten-year-old boy and two men who had offered him shelter or companionship.

The court heard that Lord’s first victim was a child whose mother had taken pity on the homeless paedophile and offered him a place to stay. While the mother slept, Lord sexually assaulted the boy and physically prevented him from waking her by kicking him. In separate incidents, Lord attempted to rape a fellow rough sleeper. At the same time, he was asleep and repeatedly sexually assaulted a third man who had also provided him with a place to stay. The prosecution highlighted that Lord’s conduct was “out of control,” escalating from previous offences against adults to the abuse of a child.

Recorder Jonathan Davies noted that Lord had seven previous convictions for sexual offences, including a prison term in 2016. Despite Lord blaming alcoholism and mental health struggles for his actions, a pre-sentence report classified him as a “dangerous offender” who poses a high risk of causing serious harm to the public. The judge emphasised the “devastating” impact on the victims; the child victim remains deeply upset, while the adult victims reported a total loss of trust in life and a permanent change to their well-being.

Mark Lord was sentenced to nine years in prison, with an additional three years on extended licence, totalling a 12-year sentence. Due to his dangerous offender status, he must serve at least two-thirds of his custodial term (approximately six years) before the Parole Board can consider him for release. The judge remarked that the extended period was necessary to protect public safety from his repeated and escalating sexual deviancy.

In addition to his jail sentence, Lord was placed on the Sex Offenders Register for life and handed an indefinite Sexual Harm Prevention Order (SHPO). These measures ensure that, if he is ever released, his movements, residency, and interactions will be subject to the highest level of permanent surveillance by Sussex Police and the Multi-Agency Public Protection Arrangements (MAPPA).
